But there will always be pressure for efficiency. Complaining about it—particularly as an regulator—isn’t a real solution, it’s passing the buck.<p>The solution is to split the fine between the employee and employer. Have both double with each cumulative violation. And yes, at a certain point, it becomes a criminal matter because it involves someone willfully putting New Yorkers at risk to earn their paycheque.
